This article about the Hampton Roads HOV-2 lanes from today's Norfolk newspaper is interesting.

The Va General Assembly passed a law earlier this year to allow military personnel to drive alone on the underutilized Hampton Roads HOV lanes during the HOV-2 restricted hours; however, it was not implemented due to a federal ruling. In response, a VA Congressman introduced a bill this week in Congress to give each state the option of removing HOV restrictions for military personnel, law enforcement officers, and emergency responders.
