Why are there kids selling water at the Horner lot. I thought this was not permitted. Does anyone know?

Every once in while there is some group trying to do a fundraiser, selling water, Krispy Kremes, etc. If it's not a daily occurance than no one probably tries to enforce the rule. Just like the sign says "No Soliciting" but how many times do you find flyers and papers stuck in your windshield wiper when you return to the lot at night? It's better than some panhandler roaming the lot trying to hit you up for a buck.
