mdc: So you agree that the best plan is to eliminate ALL POVs from the express lanes since that does what you say ONLY BETTER?

There is no "hybrid exemption" in Virginia. There is a clean special fuel exemption which cars running clean fuel, such as natural gas, are qualified. Gasoline powered vehicles, no matter how modified, are expressedly unqualified for this exemption. In fact, the first hybrid owners were not allowed to get "clean fuel" plates until they asked for an exemption to the regulation.

This is how the clean special fuel regulation was written initially. Since you've been a big fan of "original intent", how about some consistency?

The only way to improve traffic congestion in the main AND HOV lanes is to increase the number of people per vehicle. The "HOV-1" hybrids do nothing to reduce congestion. Instead, it forcibly reduces the number of people per vehicle on the road.

Ok, IF we were serious about many of the concerns raised by our friend NoSUV, we'd consider instituting and abiding by some driver behavior modifications:

Lower speed to a 50-55 mph range. http://auto.howstuffworks.com/framed.htm?parent=question477.htm&url=http://tqjunior.thinkquest.org/4116/Trip_Planning/speed.htm has a chart which shows one table (other data supports the 50-55 mph range as most fuel efficient). Even hybrids, when not driven in this range, are not achieving optimum fuel efficiency, much less the "better fuel consumption" suggested that hybrids get. All roads are "taxpayer-funded". Just determine for any option/alternative where you want the taxation to occur.

Motorcycles DO indeed contribute to HOV congestion as significantly as hybrids. Courteous drivers allow roughly the same space for motorcycles as they do for hybrid-sized vehicles.

Traffic mess is a combo of regular and express lanes--agreed. Promoting less vehicles and more passengers per vehicle is necessary to reduce congestion as well. HOV-X does that.

SOV hybrids DON'T reduce congestion, help the environment (unless on battery power which occurs in the regular lanes everyday!), and hybrids cost too much for the return on investment.

And still MDC can't make an argument! I'm not surprised... Too bad Sponge isn't around anymore, he at least tried. MDC, raymond, it's nice to know that you can't have an intelligent response to simple facts. One last chance:
- No such thing as a "taxpayer-funded HOV lane program" in the DC region.
- raymond's post indicates indicates anti-motorcycle getting an exemption, which makes sense because there is little difference between motorcycles and hybrids when it comes to exemptions.
- The hybrid exemption was NOT designed to appease hybrid manufacturers, but an honest attempt by our enlightened legislature to improve the environment while promoting vehicles getting better fuel consumption
- The traffic mess is a combination of regular and express lanes. Solutions need to be for more than just slugs - has to encompass everyone.

All I know is this guy was telling me this about hybrids:
Hybrid cars are good for the environment. They can reduce smog by 90 percent and they use far less gasoline than conventional cars.
Hybrid cars are economical. They can get up to 55 to 60 mpg in city driving, while a typical SUV might travel 15-20 miles per gallon, or use three times as much gas for the same distance!
Hybrids are better than all-electric cars because hybrid car batteries recharge as you drive so there is no need to plug in. Also, most electric cars cannot go faster than 50-60 mph, while hybrids can. Most electric cars need to be recharged every 50-100miles. .
His question was where can you go wrong with forty bucks and a hamper full of hybrids waiting to be saoped for us slugs?

Do you want to lay odds that exemption will continue until HOT in 2007? Then, will slugs have to pay to ride or will they be a "hot commodity" to avoid tolls? Guess everyone's free ride will be over soon.
