   The good about ering's point... there would probably be fewer cheaters on the HOV for the day of enforcement.

	The bad...  there would probably be fewer cheaters on the HOV for THAT day.  The cheaters would be back that next day ad infinitum until they got caught enough times that they would risk losing their license and insurance due to the points.  This way, those cheaters caught yesterday are one ticket closer to their limit, whatever that might be.
