	The gist of the article is that the cameras at the toll booths are dummies. About 1.7 percent of the motorists have figured this out. Loss to Virginia? About $1.2 million per year.

	

	You could almost build slug shelters with that kind of money.

	

	So how will Viginia decide? Reward the rich because they can afford to pay the tolls? Reward the cirminal because they can't afford to enforce?

	

	Discourage slugs because they are considered bigger thieves?

	

	The parallel with this is shoplifting. At some point enforcement becomes more expensive than "inventory shrinkage."
