Why do 14th ST, lefant, and Navy yard slugs all line up in the same line?

It seems as though there is an excess of Navy yard drivers every morning. The lefant slug/driver supply and demand seems most evenly balanced while 14th street slugs seem to be in excess or always waiting for Navy Yard drivers to fill there cars at the front of the line. Where is the 18th street line? Has the Navy yard line become big enough to stand by itself?
Maybe 14th street and 18th street should combine.
