Washington Times Article on HOT Lanes

   Here is a link to an article published in the July 31, 2012 edition of the Washington Times:  http://www.washingtontimes.com/news/2012/jul/31/more-hov-lanes-coming-to-i-95-in-virginia-by-next-/#disqus_thread.  In this article, it states "The toll price will vary depending on distance traveled and traffic conditions, but a typical rush-hour trip is expected to cost between $5 and $6."  What incentive does anyone have to carpool if the toll is going to be that low.
