Possible CA solution to traffic congestion

   Check out this story about California's solution to traffic congestion...taxing "by the mile".  Considering my commute to work is 55 miles one way, this idea doesn't set too well with me.  Hopefully the folks in Richmond won't adopt this as a solution to our traffic woes.   But then again...HOT Lanes could be considered a form of taxing "by the mile".
