A study on SR 91 (an HOV road turned toll road) examined the changes in ridership. On actual page 51, under "changes in ridesharing," proves that after 1998, when HOV had to pay 1/2 price of the toll, the ridership DECLINED BY 50% during the morning commute.

Bear in mind, nearly 80% of the cars on SR 91 are SOV now, and only 4% are HOV. The conclusion of that analysis noted that since a toll was placed on HOV, many HOV riders and drivers travel in regular/free traffic lanes, at regular, slow traffic pace.

I wonder how they intend on preventing people from using the "free" HOV entrances at night to bypass tolls? Even during the day, this would be a huge challenge. I suppose they intend to use the honor system.
