Interesting. VA is no different than NYC in terms of ignoring Federal laws regarding HOV. Aren't VA's HOV exemptions (some of them anyway) contrary to the Federal law?

The section quoted in the article applies to Federal Aid Highways.
If you read the section, you'll see that VA's exemptions to HOV comples with Federal law. |
