How will the tolling system distinguish between HOVs and Toll-Paying Customers?
The three T's – transponders, troopers and technology. All customers will be required to have an E-ZPass. Carpoolers will use a new E-ZPass with a switch that enables them to easily indicate they are HOV-3+ so they will not be charged a toll. The private sector will fund additional state troopers to step up enforcement.

Will carpoolers be required to have an E-ZPass?
Yes, all users will be required to have an E-ZPass. Carpoolers will use a new switchable E-ZPass that allows them to alert the system that they have three or more people in the vehicle so they will not be charged a toll. Additional police will provide enforcement.

How much do I have to pay to open an E-ZPass account?
When you open an E-ZPass account, you are required to pre-pay a minimum of $35 in tolls for each E-ZPass transponder on your account. This is your available balance. As tolls are deducted, your available balance decreases. When this balance reaches a low balance, you are required to make a payment of your average monthly toll usage. The minimum payment is $35 per transponder.

In addition you are required to pay a $25 security deposit for each transponder on loan to you. This deposit is fully refundable when you return your transponder in its original condition and your E-ZPass account is in good standing. The security deposit is waived when you open an account and select automatic replenishment by direct debit electronic funds transfer via ACH from your checking/savings account and provide a credit card as a secondary payment method.

If you have one E-ZPass transponder, you will owe a replenishment amount of your average monthly tolls, or minimum of $35 (whichever is greater) when your account's available balance reaches your low balance level.
If you have three E-ZPass transponders, you will owe a minimum replenishment amount of your average monthly tolls, or minimum of $105 (whichever is greater) when your account's available balance reaches your low balance level.
