Taurus LX with Clean Fuel Plates in HOV

One more really stupid question... If ILEV means Inherently Low Emission Vehicle, what does the ULEV stand for? If the Civic is in the mid 90's, what would one of the ILEV vehicles be in?

LEV => Low Emissions Vehicle

ULEV => Ultra Low Emissions Vehicle

SULEV => Super Ultra Low Emissions Vehicle

ILEV => Inherently Low Emissions Vehicle

ZEV => Zero Emissions Vehicle (electric cars)

ZEV is a misnomer. The vehicle itself doesn't produce emissions, but the electricity to power the vehicle has to come from somewhere, usually whatever power plant provides electricity to the local grid, and that source almost certainly produces emissions. It's just a case of where the emissions originate.

Mid 90s of what? I don't understand your question.

If you are referring to the commonly quoted line about "hybrids producing 90% less emissions than the average car" then you need to know that quote only refers to the SULEV rated vehicles that are burning CARB reformulated gasoline that is only available in California. People are always trying to use that little quote as the rationale for allowing hybrids in the HOVs, but it doesn't apply here since we don't have CARB gasoline and the Honda hybrids sold here don't have the CA emissions package. At least Toyota sells all Prius's with the better emission system so in the future when we have better gas here they can achieve SULEV. Ford should get a pat on the back for doing the same thing with their Focus 2.3L. That Ford is much cleaner than the Honda hybrids here and is also a SULEV in CA. Of course the Ford doesn't get special treatment like the Honda hybrids even though it is cleaner than the Hondas and has comparable emissions to the Prius.

Another problem with that quote is that they are comparing apples to oranges. They are comparing the emissions of the hybrids using better gas versus regular cars using dirtier gas. If they compared hybrids using the better gas versus regular cars using the better gas I'm sure they wouldn't have 90% less emissions. Statistics like that are easy to manipulate when you have an agenda.
