Should we create a separate line for Crystal City at the Potomac Mills lot in the mornings?

Can someone tell me what the reasoning was behind combining it with Rosslyn when I've only met one Rosslyn driver so far that was willing to go to CC (even though I've been told it only takes 5 mins to get to Rosslyn from CC)? Why not combine it with the Pentagon line, it would make more sense since it is closer? And why is the Pentagon line all the way on the other side of the lot and the DC line is over by Rosslyn/CC? Where is the logic!?

Ok enough ranting, my point is that I've noticed that CC slugs have to walk by at least 5 cars in the mornings before finding a CC driver. It'd make more sense to have a separate line for CC so us slugs don't have to search and the drivers don't have to keep opening their windows and rejecting us. With winter coming it'd work out better for everyone. I just want to get an opinion from others because I've heard many people comment about the stupidity of combining the two lines.
