Thought many of you might be interested in an e-mail I received from Michele McQuigg, VA 51st District Representative. Looks like actions are being taken to KEEP hybrids in the HOV, but not issue any new CF plates. Law enforcement vehicle laws may change and semis may be prohibited completely. Either way its a bunch of crap. Dealers are gonna make so much money selling these things. They could bump the price into the sky. Also, I think its stupid that basically the plates are for HOV lanes. So even if you do buy a clean fuel vehicle after July, you get a normal plate. Really they should make the hybrids now get HOV Exempt plates, and then continue making clean fuel. Clean Fuel just meant HOV Exempt. Im also confused as to how the law can say that it has to be a specialized fuel, when all the Hybrids out now still use conventional gasoline.

What? How will they tell a CF from a regular? Pull the ONE over to check? That will REALLY HELP TRAFFIC.

Well it wont matter after July 1 2005. If your car has a clean fuel plate then your allowed to be on there. If you dont have a clean fuel plate, wether you have a clean fuel car or not. You CANNOT be on the HOV lanes. After July 1st 2005, they wont be issuing the plates to clean fuel cars anymore. They will get a normal plate, and have to ride in the normal lanes. Its gonna be hilarious how on June 31st the price of these cars are gonna be through the roof with dealers trying to sell them at insane prices, but the next day, the price is gonna drop drastically because they no longer offer you anything except good mileage (there original intent). Also, I hope people dont get duped after July 1st and buy a clean fuel car 2nd hand that has CF plates, because when they go to the DMV they will get regular plates. I can see alot of people trying to sell off there Hybrids if this bill passes.

Why the defeatism? This is a PROPOSED bill, I believe sponsored by Delegate Moran from Alexandria (?) Time to rally the troops to let him and the rest of the folk in Richmond how we feel about his obvious lack of awareness of what it's like to commute the 95-395 corridor five days a week with three or (usually) four people in your car while others get to ride solo.

This is a proposed bill after Michelle Mquigg had a poll and questionaire on her website. If we didnt make it known by simply filling that out (which I did) than there is much else. If someone isnt going to take 5 minutes out to fill that out, then why would they take the time to do something more drastic. I wrote several letters a few weeks ago asking for them to stop allowing Hybrids. I see this as more of a compromise really. We wont have anymore Hybrids added after July, but the original Hybrid people get what they want. I guess its all politics.

HB1574 is dead. All of the random law enforcement vehicles will continue to drive in HOV. I guess cops are just better than the rest of us. So much for setting an example. I'm surprised they didn't try to add elected officials to the exemption.
Everyone needs to contact their delegate and senator immediately and get support lined up for HB2849! We also need SB1264, HB1106 and HB99 quashed!
Update, HB 1106 and HB99 look dead. HB2849 hasn't had any hearings yet. Your emails of support to your reps will help!

I am confused. Does this imply that all of the existing hybrids with CF plates will be allowed to use the HOV for all time (ie Grandfathered)? Does this bill eliminate the 2006 expiration date for the hybrids or is this in ADDITION to the 2006 expiration?

Not necessarily. The exemption still sunsets under a different law on July 1, 2006. But my interpretation of this bill is that clean fuel plates would cease to be issued after July, 2005. I think this also means that people that are already registered with the plates would keep them till their next registration.

Alright guys, the decision isnt't entirely up to our clueless legislature. The Federal Highways Administration is going to force the issue and the fed will win. Right now FHWA is on our side as are the editorial boards of the major papers and the studies put forward by the HOV Task Force. We also need to put some steel in the backs of our US House members to help, as they will be voting on the surface transportation bill in the coming months which will settle this issue once and for all. Contact Congresswoman JoAnn Davis (202-225-4261), Congressman Tom Davis (202-225-1492), and Congressman Frank Wolf (202-225-5136)and let them know of your opposition to hybrids in the HOV lanes and ask that they support FHWA in their current position.

All,
I received a call from a few folks in Richmond today. The individual bills that affect the Hybrid issues will be presented & heard by the committee on Tuesday Morning.
In our discussion, we talked about the best way to influence legislation. The following suggestions were made concerning this.
1. Write SHORT personalized emails to members of the transportation sub-committee. (1 or 2 paragraphs)
2. Put a personal face on it. (Examples how this affects you!)Remember that many of the delegates live in towns that don't even have a stop sign.
3. Don't be nasty. ASK for their help.
Remember, they meet on Tuesday, which means that any emails sent need to go out real soon.

Thanks to various writers, there have been several articles on the breakdown of the HOV lanes in Northern Virginia. Most noted what thousands of car-pooling Northern Virginia commuters already know; if you want to legally cheat HOV-3, buy a so-called hybrid. If you want to defeat HOV, you may also buy a hybrid.
The legislators may have intended well by allowing hundreds small, “clean fuel” cars onto the HOV-3. However, the hundreds have multiplied to be thousands and now include full-sized LPG fueled trucks, CNG fueled Crown Victorias, and conventionally fueled, Ford Excape SUVs. Almost to a vehicle, these run through a legal loophole and onto the HOV-3 with “room for five, while ridden by one.”
This week, we are at a critical point. Our Legislators, particularly those who chair or sit on transportation sub-committees, need to understand how bad the daily commute has become, and why HOV is critically ill. The sickness is rooted in one cause. However, we have a simple and effective cure.
The Virginia Legislators needs to excise the cancer from the HOV. They need to END ALL EXCEPTIONS THAT ALLOW SOLO DRIVERS IN THESE LANES. Overnight, we will gain a potential to move 4,000 additional commuters without putting another car on the road. Ending the exceptions will decrease overall pollution by putting multiple commuters in the existing clean fuel vehicles. It will relieve HOV congestion. Best yet, it will do this at no additional cost to the taxpayer.

There she goes again...this ScarlettLSG person is really a thorn in my side. Hopefully she'll be transferred somewhere else soon. We can all pray!
Motorcycles, Hybrids, law enforecement, or willing to pay tolls...it doesn't matter...there should be NO EXECPTION to the 3 person rule (which they hopefully will soon change to 4)-- PERIOD! I don't care who you are, what job you have, who you know, or what kind of car you drive....
CARPOOL LANES ARE FOR CARPOOLERS. PERIOD.
If you don't pick up at LEAST 2 other people (and you should actually fill your car to the max if there are people waiting and no other vehicles to get them) then drive in the regular lanes, or find a job closer to home. PERIOD. NO EXCEPTIONS. FOR ANY REASON.
