I-95 Southbound before US Route 1/Woodbridge

Accident: ***ALL LANES BLOCKED*** MULTIPLE VEHICLES INVOLVED. MEDEVAC LANDING. SLOW FROM THE BELTWAY IN THE MAINS AND HOV LANES. NORTHBOUND RUBBERNECKING FROM BEFORE RTE 123. ***HOV RESTRICTIONS LIFTED ON 395 AND 95***

HOV Restrictions lifted? Is there intelligent life in VDOT? Are there any PTOEs (Professional Traffic Operations Engineers) on staff? Or was this an additional opportunity to spread the unpaid advertising for Fluor and Clark that Shirley should be HOT?
