"I thought you would like to know that the EPA has come out with a proposed ruling regarding HOV exemptions for low emission and energy efficient vehicles in the May 24th Federal Register. Interesting that probably most of the 2003-2005 Honda hybrids sold in Virginia are in the "would not qualify" category.
