Got in a car today. First in line got in the back, so I had to get in the front. Then the driver takes a 3rd. We get going, and 3rd person refuses to buckle up. Driver said that it was her car and it was fine if they didn't. Told driver to please let me out.

Can't I just bring a baseball bat to bean non-seatbelt wearer's on the head with??

Unfortunately, Virginia law requires everyone under age 18 to be properly secured in a safety belt or child safety seat, and the driver is responsible for making sure this happens, but the law only requires everyone in the front seat of vehicles to be properly restrained, regardless of age, and those 18 and older can be ticketed.

That said, studies show that among rear seat occupants, seat belt use can reduce the risk of death by 60%. Additionally, one study by the Centers for Disease Control showed that the odds of driver death more than doubled in fatal frontal crashes when there were unrestrained rear-seat passengers. One other thing to consider is that many insurance companies do not cover injuries, and some life insurance companies will not pay full benefits, if the injured or deceased person was not wearing a seat belt. So, even if it is the passenger's fault for not wearing the seat belt, the driver could be sued by the passenger (or their next of kin) for the resulting injuries or death. In my car, it is either buckle up or get the heck out.

The un-restrained occupant becomes a projectile in not belted in. Scary stuff indeed

Luckily DC law requires all to be buckled up. I reminded them of this. Didn't work. Walked back to the line and got another ride.

I'd wish some riders would REMAIN BUCKLED until the vehicle comes to a complete stop at the destination and not unbuckle their seatbelt when we're "almost" at the drop-off location.

All it takes is for a pedestrian to walk out in front of the car or another car backing out of a space who doesn't see your vehicle approaching, you hit the brakes and the passenger(s) "may" react quickly enough to put their hands up against the dashboard or the back of the front seat but if they're not paying attention, they could bang their head and / or injure their neck.
