 Flexible Fuel Vehicles - HOV cheating?

There is an article in today's Post about so-called Flexible Fuel vehicles. Car manufacturers are getting credit for making "clean" cars by making apparently a few minor modifications that allow the car to run on a mix of gas and ethanol.

A couple of years ago, I was in the HOV lane and I saw a Taurus FFV (for Flexible Fuel Vehicle). I talked with some experts I know and they confirmed that there are basically no places to get the clean fuel, so all of these cars are just running on gas. (This was the subject of the article today). In other words, it is clean fuel cheating. The car makers have a financial incentive to call these clean cars but they aren't.

At the time I contacted DMV, a woman e-mailed me and said they were unaware of this and would look into it. Can anyone confirm that such vehicles are not allowed in HOV for thay absolutely should not be.

I am almost positive that they do not qualify for the Clean Fuel license tag, which is required to drive solo in Virginia HOV.
