This is very interesting! It appears that Slugging is emerging in the NYC area. In this region slugging started as a result of the HOV lanes and the desire to save time. In NYC, the motivation is to save money on the George Washington Bridge. Regardless of the reason, the result is a grassroots commuter solution to a problem. No overheard, no federally appointed Slug Tsar, just people coming together to solve a problem.
