DoD Police face issues greater than the higher management, greater that the F.O.P. Union, greater than Regional Directors; they face issues of Law Enforcement status and recognition being withheld from management. There is a Regional Director by the name of “Dusty” Rhodes (within CRNSW) who is dictating what the Police Officers can and cannot conduct as law enforcement in activities per Memorandums between other Police agencies. There have been initiated investigations on Mr. Rhodes with the Naval Bas San Diego OIG and Department of Defense OIG. Not only are the personnel inquired about to be investigated, Mr. Rhodes, in cahoots with the OIG, the officers are experiencing total Monarchism within their department.
The following are some, but not limited to, reasons of negative employment situations: They don’t have bathrooms available while standing fixed post, they don’t have any room for advancement, they do not have operational police cars available for patrol, they do not have a S.W.A.T. or S.R.T. available during a time of crisis, they do not have the cooperation from upper management, they do not have the proper equipment provided by or allowed to wear for duty, they do not have the proper means to “book personnel” i.e. booking/finger prints/photos/reports on persons arrested, they do not have Mobile Data Terminals (M.D.T.s) in their cars for personal data access, they do not have Tasers for a more “less than lethal” “escalation of force”, they do not have legit “Federal Credentials and I.Ds”, they do not have a legit unified Federal badge for all agencies within the Department of Defense, they do not have larger cars (i.e. Crown Victorias’/Chevy Caprices) for adequate police patrol and custody reasoning, they do not have accurate pay compared to other Federal agencies and they don’t have the support from surrounding Police agencies due to lack of community policing and joint agency development, they don’t have Federal Police badges anymore…… they need the upper echelon to step in and take control!!!
Someone needs to be in charge of unifying all of the DoD Police agencies and establishing their uniforms, badges, credentials, adjusting policy, etc… The agencies included in this revisal would be the Department of the Army, Department of the Navy (to include U.S. Marine Corps), Department of the Air Force, Department of Veteran Affairs and the Defense Logistics Agency. It is long overdue that these departments be universal; trained by the Federal Law Enforcement Training Academy Center and uniformed is all aspects as mentioned above. To identify said problems and work toward a better unified organization and ensure that these Federal Police Officers are taken care of in a joint effort toward mission accomplishment, someone should be acting fast to ensure the goals set forth by both Force Protection and Policing of Military members, Contractors and Civilian Federal Employees. |
